The apartment above us got a water leak and water drained into our apartment. Our personal items were damaged by that. Also, landlord told us that we might move to another room.
If those who living in the apartment are responsible for that, will they pay for our personal items and expense for moving?
We don’t have time to take care of it by ourselves, so we are wondering.
We don’t have any renter’s insurance.

You answered your own question; Renters Insurance, the people renting above you did not cause the leak and the landlord has insurance to cover his / their property. Renters / Tenets need to purchase insurance to cover their / your personal belongings. I know you won’t like my answer but truth is you must participate in your own survival. There are so many different factors that go into answering this question. First what caused the water leak. If it was caused by normal wear and tear then you are out of luck and you will have to pay for the damage to your property. The landlord will have to pay for the repairs to the apartment. If the leak was caused by an intentional action of your upstairs neighbor then you may be able to get them to pay but that will most likely involve going to court and that can get really expensive and take a lot of your time. You need to figure out how much money it is going to take to fix or replace the damaged items and determine if it is worth the effort to try to get some money out of the neighbor. You should also keep in mind that just because you may win in court that doesn’t mean that they are going to write you a check on the spot.
If the damage was caused by a leaking pipe that the landlord knew about and refused to fix until it became a major problem and caused serious damage then you may be able to get some money from the landlord.
You should know that you are going to have to be able to prove to a judge or jury that someone intentionally caused the damages to your stuff to be able to get money from anyone and that is very difficult to do. You are responsible for insuring your own property against damages like this. From what you have told me I don’t think that you have any chance of getting any money from your landlord or neighbor.
The laws in every city and state are different so if you are thinking about trying to get someone to pay for your damages then you need to should probably contact a lawyer to find out about the laws in your local area. I am not a lawyer so, you should not rely on my advice as if I was a lawyer or other legal professional.

Doesn’t matter why the water leaked. You replace your own possessions. Renter’s insurance would have been far cheaper than buying new stuff will be.
